EU-wide train network

The existing train network connecting multiple countries in the EU is already great but can still use some work. Instead of trying to discourage people from using cars or planes to travel, it should be encouraged to travel by train, as it is produces less CO2. A major issue with the current way the trains operate is the need of both parties to cooperate (e.g. the night-train route from Vienna to Paris). One idea would be to create a EU wide train network to offer multiple train routes.
